Profile:

Dr Foo is a Specialist in Ophthalmology. She graduated from the Faculty of Medicine, National University of Singapore (NUS) in 2002 and attained her Master of Medicine in Ophthalmology in 2006. She was conferred fellowship with the Royal College of Surgeons of Edinburgh, and the Academy of Medicine of Singapore in 2010. She was a recipient of the Ministry of Health training scholarship and completed her American Association for Paediatric Ophthalmology and Strabismus – accredited clinical and surgical subspecialty fellowship in paediatric ophthalmology and strabismus at the Wilmer Eye Institute, Johns Hopkins University School of Medicine, USA, under the tutelage of Professors David Guyton and Michael Repka.

Prior to joining Raffles Hospital, Dr Foo was a Senior Consultant at Tan Tock Seng Hospital (TTSH) and Immediate Past Head of the Paediatric Ophthalmology and Strabismus Service at TTSH since 2014. She continues to serve as Visiting Consultant to TTSH and KK Women’s and Children’s Hospital. She also sits on the Paediatrics Subspecialty Committee of the College of Ophthalmologists, Academy of Medicine, Singapore.

Dr Foo was actively involved in undergraduate and postgraduate medical education as Adjunct Assistant Professor at Lee Kong Chian School of Medicine, Senior Clinical Lecturer at Yong Loo Lin School of Medicine, NUS, Core Clinical Faculty Member of the National Healthcare Group (NHG) Ophthalmology Residency Programme, and examiner for local undergraduate and postgraduate examinations. She has received several Best Teacher Awards and the NHG Teaching Award for Senior Doctors in 2020. She has authored publications in international journals and has been invited to regional and international conferences as a speaker, panelist and participant. In recognition of her dedication and commitment to patient care, she was awarded the Excellent Service Award (Silver) twice.

Dr Foo’s specialty expertise encompasses general and comprehensive ophthalmology, and eye screening in adults and children. She is experienced in cataract surgery, implantation of toric and multifocal intra-ocular lenses to optimise vision and to correct astigmatism and presbyopia.  Her areas of subspecialty practice in paediatric ophthalmology and strabismus include adult and paediatric strabismus (eye misalignment), diplopia (double vision), childhood eye conditions comprising myopia control, management of refractive errors, amblyopia, allergic eye diseases, eyelid infections, epiblepharon, childhood cataracts, and retinopathy of prematurity.
